The absentee vote is a mechanism provided by the State Elections Commission so that registered voters residing outside of Puerto Rico or stationed outside the United States can vote in local primaries and elections.
The PRSSA currently promotes absentee balloting among all pro-statehood students for the 2008 Puerto Rican general elections.

Be a United States Citizen with legal residence in Puerto Rico.
Be 18 years old before November 4, 2008.
The requesting student must be an enrolled student in an accredited academic institution outside of Puerto Rico, inscribed as an active voter with the State Elections Commission. Inscription can only be done in person at a Permanent Inscription Committee (JIP in Spanish).

PUERTO RICO PROCEDURE TO REQUEST ABSENTEE VOTE

Submit the form no later than September 15, 2008, for the General Election to be held November 4, 2008. Once the envelope is postmarked in this date, the request will be accepted by the State Elections Commission (CEE, Spanish).
After receipt of the request, upon availability of the ballot, it will be mailed to indicated address.

Vote on each ballot, complete registration form (if necessary, i.e. primaries).

Put the ballots on envelope #1, then put envelope #1 inside evelope #2. Fill out envelope #2.

Put envelope #2 in envelope #3, and mail. The envelope is pre-paid, unless you reside outside the United States.

In order for the ballots to be counted, the SEC must receive them no later than 33 days after they were sent for United States citizens, and no later than 45 days after mailing for those residing outside of the United States. No ballots will be accepted after the polls in Puerto Rico have closed at 3:00 p.m.
